Layer zero: prevention, the unfair advantage

Layer one: the agreement itself
Delay, deviation and default remedies often live inside your own agreement: refund clauses, interest on delay, arbitration paths. A well-vetted agreement (step nine of the process) is a remedy pre-installed. Start every dispute by re-reading it with an advocate; demand letters citing specific clauses resolve more cases than forums do.
Layer two: GUJRERA
For registered projects, GUJRERA accepts complaints against promoters for violations: misrepresentation, deviation from filed plans, delayed or defaulted obligations. The authority can direct refunds with interest and penalise promoters, and the registration you verified at purchase is exactly what gives this forum teeth. File with your document trail: agreement, receipts, the filed layout versus reality, correspondence. This is also why buying unregistered projects quietly deletes a whole layer of your protection.
Layer three: consumer commissions
Deficiency in service and unfair trade practice claims fit district and state consumer commissions, useful where RERA jurisdiction is awkward (some exempt layouts, service-level failures). Slower than demand letters, faster than civil courts, document-driven like everything else.
Layer four and five: civil and criminal
Title failures, specific performance and injunctions live in civil court: effective, thorough, and measured in years, which is why prevention outranks them. Where facts show cheating or forgery (fake documents, impersonated owners, collected money against nothing), criminal complaints and economic-offence routes exist; they punish more reliably than they refund.
