Dholera SIR, explained

Strip away the marketing and Dholera is three decisions made by governments. First, a legal decision: the SIR Act creates a special zone with its own planning authority, so an entire city can be master-planned at once instead of accreting suburb by suburb. Second, a financial decision: a joint state-central company, DICDL, capitalised to build trunk infrastructure before people arrive (the NICDC monitoring report of June 2026 records Rs 2,784.83 cr of approved activation-area packages with matching equity released, and 48.31 sq km of land transferred to the company). Third, an industrial decision: anchor the city on manufacturing, starting with semiconductors and solar, because factories bring the jobs that bring the people that make land urban.
The geography, honestly
Dholera taluka sits in Ahmedabad district on the west coast of the Gulf of Khambhat: flat, low-lying Bhal country formed from 22 villages. The flatness makes master-planning cheap; the coastal position puts about a third of developable land inside the Coastal Regulation Zone, and drainage is a documented planning constraint the authority engineers around (the Activation Area's 6.5 km canal exists for a reason). A serious buyer reads both halves of that sentence.
The words that matter on a brochure
SIR is the legal zone. DSIRDA sanctions plans inside it. DICDL builds. TP schemes (six of them) are the legal machinery that turns raw villages into serviced plots; land inside a sanctioned scheme is treated as non-agricultural. The Activation Area is the 22.5 sq km where infrastructure is already built. When a brochure uses these words, each one is checkable, and our checklist checks them.
What Dholera is not
It is not "India's first smart city" (that superlative is disputed marketing; GIFT City claims the first operational greenfield title). It is not finished, and it is not empty either: expressway open, fab rising, solar generating, command centre running. It is a city at the infrastructure stage, which is precisely the stage at which land is bought cheaply and mistakes are made cheaply too.
