How to buy a plot in Dholera

The process in one breath: define your brief, learn the geography, shortlist only verifiable projects, check RERA on the portal, pull title and 7/12, confirm N.A. or TP status, get the all-in price in writing, visit, agree on paper, register with 4.9 plus 1 percent government charges, and chase mutation until the record shows your name. Eleven steps. Money moves at step nine, not step one.

Step 1: Define the brief before the brochures

All-in budget (plot plus roughly 6 percent government charges plus listed extras), horizon in years, purpose, and segment. Brochures are designed to stretch briefs; a written brief is your anchor. One line is enough: "15 lakh all-in, 7 years, investment, residential, inside a sanctioned TP scheme."

Step 2: Learn the map in 20 minutes

Read Dholera explained, TP schemes and inside versus outside. Once you know what TP2, Activation Area and N.A. mean, seller scripts lose their fog.

Step 3: Shortlist only what can be verified

A project enters your consideration only with a GUJRERA registration number, or, for exempt plotted layouts, sanctioned layout plus N.A. plus clean title. Everything else is noise, whatever the price. Two to five options beat fifteen tabs.

Step 4: Verify RERA on the portal, yourself

Five minutes on gujrera.gujarat.gov.in: search the number, match promoter and project name, open the layout, check expiry. Our worked-example guide shows real Dholera numbers and what each segment means.

Step 5: Title chain and the 7/12 extract

Thirty years of deeds, and the live record on AnyROR. You are looking for unbroken ownership, no encumbrances, and a survey number that matches the brochure. Here is how to read them.

Step 6: N.A. status in writing

Non-agricultural certificate, or proof the plot is a final plot in a sanctioned TP scheme (Gujarat treats such land as N.A.). Without this line, "plot" legally means farmland. Details here.

Step 7: The all-in price, itemised, in writing

Base rate times actual area, PLC, development charges, maintenance deposits, legal and documentation fees, GST where applicable. The hidden charges guide lists the usual suspects. Compare offers only on all-in numbers.

Step 8: Visit with the layout in hand

Physically or by live video: locate survey stones, match the layout, drive the access road, note driven minutes to the expressway interchange and Activation Area. The visit checklist makes it mechanical.

Step 9: Agreement before money

The agreement to sell must mirror the verified documents: same survey and plot numbers, same area, same all-in price, defined possession and penalty clauses. Large payments before a vetted agreement are how good stories go bad.

Step 10: Registration day

Stamp duty 4.9 percent plus 1 percent registration in Gujarat, deed execution and biometrics at the sub-registrar (typically Dhandhuka for Dholera-area land). We handle this end for clients, including PoA cases for NRIs.

Step 11: Mutation, then the file

Registration transfers the deed; mutation updates the village record. Chase it until your 7/12 shows your name, then bind every paper into one file. That file is half your future resale value.
