NRI friendly is not a badge a developer can award itself, it is a set of behaviours you can test from another country in a single week. We stay neutral on names and hold no inventory, so what follows is the test rather than a ranking. Apply it to whoever is in front of you, then verify everything live on gujrera.gujarat.gov.in.

The rules that govern your purchase, before any developer matters

Get these straight first, because a developer's willingness to work around them is itself a warning.

Rules change, so confirm the current position with a chartered accountant or lawyer before you transfer anything. A developer who tells you the agricultural restriction can be handled is telling you something about themselves rather than about the law. Start with the NRI buying guide and the NRI rules.

Criterion one: they let you verify remotely, without friction

The whole difficulty of buying from abroad is that you cannot walk the land on a Tuesday afternoon. An NRI friendly seller solves that instead of exploiting it.

Concretely, that means giving you the survey or final plot number and the TP scheme in writing, without being chased. It means sending scanned documents to your lawyer directly rather than showing them on a video call. It means being comfortable with an independent third party inspecting the site on your behalf, and with your own lawyer reading the sale deed, mother deed, 30 year encumbrance certificate, 7/12 extract from AnyROR and tax receipts before you pay anything. A seller who wants to send a car for your relative but resists an independent inspection has told you which kind of transaction this is. Our version of that inspection is site visits.

Criterion two: payment discipline, in writing

Distance makes payment the most dangerous part of an NRI purchase, so this criterion is not negotiable. Every rupee should move through banking channels from your NRE or NRO account into the promoter's registered account, with an invoice or receipt naming the same promoter that appears on the registration.

Watch for three things. A request to route money through an individual rather than the registered promoter. A request for cash from a relative in India as a token, which conveniently sits outside the paper trail. And pressure to pay before your lawyer has read anything, usually framed as a limited allotment or a countdown, which is a documented red flag pattern. Assured returns and guaranteed buybacks belong in the same category and the regulator itself warns buyers about them. If any of those appear, stop. Read the red flag patterns.

Criterion three: register signals you can check from anywhere

You do not need to be in Gujarat to do this, and it is the most useful hour you will spend.

We give the same answer about every name: here are the facts, verify live on gujrera.gujarat.gov.in. Our method is in verifying a GUJRERA registration.

Criterion four: honesty about time and about power of attorney

An NRI friendly seller gives you dates with labels attached. The airport is targeted for September to October 2026 and is not open. The Tata Electronics fab reports commercial production for mid 2028. The rail line targets 2030 to 2031. A seller who presents any of those as settled has already shown you how they will describe their own delivery schedule.

Power of attorney deserves the same care. If you cannot attend registration and biometric verification at the sub registrar yourself, a PoA has to be drafted, executed and attested correctly for that purpose, and mutation must still be completed afterwards so the record carries your name. Get your own lawyer to draft it. A PoA drafted by the seller's side, in favour of someone the seller suggests, is a risk you are taking to save a flight. See the OCI page for the eligibility side.

Why we do not rank developers by NRI friendliness

Because a ranking would be an opinion dressed as a finding, and you would be making a large decision on it from thousands of kilometres away. We hold no inventory and take no position on any company's reputation, so the value we can honestly add is the test, the verification and the independent set of eyes on the ground.

Applied properly, the four criteria above do more work than any list. A developer who gives you documents early, accepts your lawyer, insists on banking channels, welcomes an independent site inspection and labels every date as a target is behaving well, whatever their marketing says. One who does the opposite is worth walking away from, however impressive the brochure looks at midnight in another time zone. If you want the checks done for you before you transfer money, that is verification and due diligence.

Questions buyers actually ask

Can NRIs buy property in Dholera?

NRIs and OCI card holders may buy residential and commercial property in India and may not buy agricultural land. Payment runs through NRE or NRO accounts. Because farmland is sometimes marketed as plots here, confirm the 7/12 extract on AnyROR and the TP scheme status before transferring anything, and check current rules with a professional.

How can an NRI verify a Dholera developer from abroad?

Search the project and promoter on gujrera.gujarat.gov.in and confirm the registration is current and names the party taking your money. Ask for the final plot number and TP scheme in writing, send the documents to your own lawyer, and appoint an independent party to inspect the site. Do all of that before any payment, including a token.

Can I repatriate money from a Dholera property sale?

Repatriation of sale proceeds is allowed up to USD 1 million per financial year through the NRO route, with forms 15CA and 15CB. TDS applies on a resale by an NRI, and a section 197 certificate can reduce it in some cases. Rules change, so confirm the current position with a chartered accountant before you sell.
