Why Dholera, without the hype gland.

Most Dholera pitches start with a rendering of a city that does not exist yet. We prefer to start with what is physically there and who is paying for it, because land value follows infrastructure and employment, not renders.
The structural facts
Dholera SIR covers about 920 sq km of planning area under the Gujarat SIR Act 2009, of which roughly 422 sq km is urban developable, phased over about 30 years. It is the flagship node of the Delhi Mumbai Industrial Corridor. The project is governed by DSIRDA and built through DICDL, a company owned 51 percent by Gujarat and 49 percent by the Centre. This dual-government ownership is the single most underrated fact in the market: it makes Dholera a state project with central skin in the game, not a private township that can quietly fold.
Every claim, sorted by proof
The anchors, with labels
1. The Tata semiconductor fab. Confirmed, under construction.
Rs 91,000 cr committed by Tata Electronics with PSMC, approved by the Union Cabinet in February 2024. Capacity up to 50,000 wafers a month on 300mm. Civil work crossed the halfway mark in 2026, cleanroom installation is underway, and ASML is the lithography partner. First output is planned at mature nodes (90 and 55nm before 28nm), with commercial production reported for mid-2028. A 66-hectare SEZ around it was notified in April 2026, with about 21,000 jobs cited. Anchor tenants of this scale change a region's employment math permanently.
2. The expressway. Reported open.
The 109 km, four-lane access-controlled Ahmedabad-Dholera Expressway was reported inaugurated on 31 March 2026. The drive that took over two hours now takes roughly 40 minutes to an hour. Land markets reprice access, and this is the corridor's spine.
3. The airport. Runway ready, operations targeted.
Dholera International Airport (AAI 51 percent) has a 3,200 m Code 4E runway that received its first trial landing in June 2026. The project was reported about 80 percent complete in July 2026 with operations targeted late 2026. We state this as a target, because airport dates in India slip, and this one has before.
4. Rail. Cleared, funded, dated.
The Ahmedabad-Dholera semi-high-speed rail, about 134 km at Rs 20,667 cr, was cleared by the CCEA on 13 May 2026 with completion targeted 2030-31, connecting the city, the airport and the Lothal heritage complex.
5. Power and data. Partly live, partly targeted.
About 300 MW of the solar park is commissioned against a 1,000 MW sanctioned first phase and a 5,000 MW long-range target. L&T and Vyoma signed for a Rs 25,000 cr, 250 MW AI data centre with operations around 2028. Gujarat's 2026-29 data centre policy names Dholera as its primary location.
6. The city systems. Built in the Activation Area.
The 22.5 sq km Activation Area has trunk infrastructure most Indian cities retrofit for decades: underground power and fibre, piped gas, potable and recycled water networks, a 50 MLD water treatment plant, about 72 km of internal roads and an operational command centre in the ABCD building.
The honest counterweights
A case is only credible with its risks attached. Dholera's are real: the timeline has slipped before (the airport was once targeted for 2025, the old 2020 activation targets lapsed); habitation is still thin, so this is an infrastructure-first bet, not a rental-yield play; about a third of developable land sits in the Coastal Regulation Zone and drainage is a documented planning constraint; and the market around it is noisy with sellers whose claims outrun the facts. Every one of these is manageable for a buyer who verifies, sizes the ticket sensibly and holds a five-year-plus horizon. None of them is manageable for a buyer who wires a token on day one.
What we would do with this information
Treat Dholera as an early-stage infrastructure story with government anchors: real, funded, physically progressing, and still early enough that entry prices reflect uncertainty.
