Who is investing in Dholera

"Everyone is investing in Dholera" is a sentence that costs sellers nothing. Names, numbers, dates and tiers cost effort, so here they are, in the three-tier discipline we use across this site.
Confirmed and physical
Tata Electronics + PSMC: Rs 91,000 cr fab, Cabinet-approved February 2024, fiscal support agreement March 2025, civil work past halfway, cleanroom install underway. ASML: lithography partnership confirmed on Tata Electronics' own channels, May 2026. Tata Power and solar developers: ~300 MW generating within the sanctioned 1,000 MW phase (ReNew, SJVN, Vena, TEQ Green named in official reporting). L&T + Vyoma: Rs 25,000 cr, 250 MW AI data centre agreement, government-published February 2026, operations ~2028. TATA Chemicals: named industrial anchor among 545 acres of official allotments. Government capital: Rs 2,784.83 cr of approved activation packages with matching equity released, per the NICDC monitoring report of June 2026.
The money map by tier
Reported, MoU or cleared-not-built
Fujifilm: MoU (June 2026) to explore a semiconductor-materials production base; exploratory by its own language. Two further semicon units: Cabinet-cleared May 2026, one at Dholera, combined above Rs 3,900 cr. Tsingshan: steel and EV-battery interest around Rs 21,000 cr, press-reported. Embraer-Adani: MoU exploring aircraft final assembly at the airport, ~2028 framing, site not finalised. We also retire, explicitly, the Rs 83,000 cr data-centre figure sometimes attached to Dholera and the old collapsed Vedanta-Foxconn $19.5B, which never built anything and should never appear in a 2026 pitch as if it had.
How to use this map as a buyer
Anchor tenants de-risk a corridor in the order of their tier: physical beats contracted beats cleared beats explored. When a seller quotes an investment number at you, ask which tier it belongs to. If this page and their brochure disagree, one of us has sources linked, and it is not the brochure.
