Both Dholera camps, the evangelists and the cynics, argue by deleting half the timeline. The full record is more useful.
2009-2015: the legal decade
The Gujarat SIR Act 2009 creates the framework; DMIC names Dholera its flagship node. Land pooling begins, and so does resistance: farmer petitions lead to a Gujarat High Court stay on SIR acquisition in 2015, and a 2017 Business Standard review famously calls DMIC a tale of abandonments and delays. Anyone selling you Dholera without this paragraph is selling you half a city.
The spine of the story
2016-2023: the plumbing years
DICDL incorporates in January 2016 (Gujarat 51, Centre 49). Activation Area trunk works proceed: roads, utilities, the ABCD building, the canal. The Vedanta-Foxconn semiconductor announcement of 2022 collapses in 2023, teaching the market the difference between MoUs and cabinet approvals. Quiet years on headlines, load-bearing years underground.
2024-2026: the proof window
February 2024: the Union Cabinet approves Tata's Rs 91,000 cr fab; ground breaks in March. March 2025: the fiscal support agreement signs. Then 2026 delivers the corridor's densest milestone cluster ever: expressway inaugurated 31 March, CCEA rail clearance 13 May (Rs 20,667 cr), ASML partnership May, first airport trial landing 4 June, SEZ notification, data-centre agreement, Fujifilm MoU. This is why 2026 feels different on the ground: several decade-old promises turned physical within months.
2026-2042: the scheduled future
Targets, labelled as such: airport operations late 2026; fab first silicon from late 2026 and commercial production mid-2028; solar Phase-1 completion 2027; data centre ~2028; rail 2030-31; TP3-TP4 build-out to ~2032; TP5-TP6 to ~2042 with the promotional full-city figures (about a million residents, 800,000 jobs) attached to the far end.
