Best Areas to Invest in Dholera: Ranked by Driver, Not by Brochure

Top areas to invest in Dholera, ranked by driver strength
Dholera SIR is planned at about 920 sq km, with roughly 580 sq km developable and about 422 sq km urban, phased over around 30 years. At that scale, where a plot sits inside the plan matters far more than the village name printed on a brochure. This is the order we work in.
- The Activation Area, about 22.5 sq km inside TP scheme 2. Trunk infrastructure here is built and running.
- The rest of TP scheme 2, which totals about 102 sq km including the Activation Area. Sanctioned, and part of Phase 1.
- TP scheme 1, about 51 sq km. The other half of Phase 1, which is about 153 sq km in total.
- The Ahmedabad Dholera Expressway corridor. 109 km, inaugurated 31 March 2026 (reported).
- The airport belt. Runway built, operations targeted, not open.
- The rail alignment and the central spine. Cleared in 2026, target 2030-31.
Each of these still needs a plot level check on GUJRERA before any money moves.
Why the Activation Area sits first
The Activation Area is the only part of Dholera where the promised city is visible rather than described. Inside its roughly 22.5 sq km, the trunk work is done: underground power and fibre, piped gas, potable and recycled water lines, a 50 MLD water treatment plant, about 72 km of internal roads, and a 6.5 km stormwater canal. The ICCC command centre in the ABCD building is operational, and the building was designed to LEED Gold standard.
That matters to a buyer for one simple reason. Everywhere else in the region, you are buying a plan and a timeline. Here, you are buying next to services that already exist. Proximity to this zone is the single most consistent price driver anyone can point to, and it is the first thing we measure when a plot is put in front of us. Read the detail on our Activation Area page.
TP scheme status matters more than the village name
Six town planning schemes have been sanctioned so far. Phase 1 is TP1 at about 51 sq km plus TP2 at about 102 sq km, roughly 153 sq km together. The reason this matters is legal, not cosmetic. Land that falls inside a sanctioned TP scheme is treated as non agricultural by Gujarat rule, which removes the single largest conversion risk a buyer faces.
So the question is never just where the land is. It is which TP scheme it falls in, whether that scheme is sanctioned, and what the Final Plot number is. A plot with a clear Final Plot number in a sanctioned scheme is a different asset from a survey number in a village that is inside the boundary on a map and nothing more. Our master plan and TP scheme guide explains how to read the two apart.
The three connectivity belts, with honest labels
After the Activation Area, connectivity carries the ranking. Three lines matter, and each sits at a different stage.
- Expressway. The 109 km Ahmedabad Dholera Expressway was inaugurated on 31 March 2026 (reported). Ahmedabad is roughly 40 to 60 minutes away on it.
- Airport. A 3,200 m Code 4E runway is built. The first AAI trial landing took place on 4 June 2026 and the project is reported at around 80 percent complete. Commercial operations are targeted for September or October 2026. It is not open.
- Rail. A Rs 20,667 crore semi high speed line of about 134 km was cleared by CCEA on 13 May 2026, with a target of 2030-31.
Land near a working road is worth more today than land near a targeted railway. Price the difference honestly, and treat every target date as a target. More on this in our price growth drivers guide.
What we will not rank, and why
We do not publish a price per area. Quoted rates in Dholera move by seller, by plot, by frontage and by the day, and most public rate charts trace back to someone with land to sell. Putting a number against a village name would give you false precision on the one figure you must verify in person.
We also do not rank projects by expected return. Appreciation in Dholera is an expectation, not a guarantee, and any assured return or buyback promise is exactly the kind of offer RERA itself warns buyers about. Anchor investment is real: over Rs 1.5 lakh crore of confirmed private investment sits across the Dholera and NICDC pipeline. What that converts into for one plot, on one date, is unknown. Compare live movement on our price trends page instead of trusting a fixed chart.
How to check any area before you pay
Whatever area you shortlist, the sequence is the same and it takes an afternoon.
- Confirm the plot is inside the SIR boundary, not adjacent to it. Our inside versus outside SIR guide shows the difference on the ground.
- Get the TP scheme number and the Final Plot number in writing.
- Search the project on gujrera.gujarat.gov.in and match the promoter name, location and validity dates.
- Pull the 7/12 extract on AnyROR, the sale deed, the mother deed, a 30 year encumbrance certificate and tax receipts.
- Budget for stamp duty of effectively 4.9 percent plus 1 percent registration. A registration fee waiver exists for property held in a woman's sole name.
If any one of these cannot be produced, the area ranking stops mattering. The paperwork decides.
Questions buyers actually ask
Which area of Dholera has the most completed infrastructure?
The Activation Area, about 22.5 sq km inside TP scheme 2. It has underground power and fibre, piped gas, potable and recycled water, a 50 MLD water treatment plant, about 72 km of internal roads, a 6.5 km stormwater canal, and an operational command centre in the ABCD building. Everywhere else in the SIR is at an earlier stage, so proximity to this zone is the most consistent driver a buyer can actually verify on site.
Is land near Dholera airport the best buy right now?
The airport is a genuine driver, but it is not open. The 3,200 m Code 4E runway is built, the first AAI trial landing was on 4 June 2026, progress is reported at around 80 percent, and operations are targeted for September or October 2026. A target is not a date. Weigh the airport belt against the Activation Area, where services already run, and verify any project on gujrera.gujarat.gov.in.
Does Raaha Group publish prices for each Dholera area?
No. Rates vary by plot, frontage, TP scheme status and seller, and most published rate charts come from parties holding land. We give you the drivers, the scheme status and the verification method, then you confirm the number for the specific plot. Stamp duty is effectively 4.9 percent plus 1 percent registration, so factor that in before comparing any two quotes.
