Dholera vs Private Townships: The Differences That Decide a Purchase

The core difference is who plans the land. Dholera SIR is planned by a state authority under the Gujarat SIR Act 2009, while a private township is planned by the company selling it to you. That single fact changes what your document says, who is accountable for roads and drains, and what happens if a developer stops work. Here is the comparison in the terms that actually decide a purchase.

Who plans it, who builds it, who answers for it

Dholera SIR runs on a dual government structure. DSIRDA is the planning authority. DICDL is the development company, owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust, formed on 28 January 2016. Trunk infrastructure inside the planned area is a government responsibility, not a builder's promise in a brochure.

A private township is planned, funded and delivered by one company. Its accountability runs through project registration with the state regulator, which is real and useful, but the roads, the water line and the drainage remain that company's obligation. If it runs out of money, the layout stalls. This is not an argument that one is safe and the other is not. It is a difference in who carries the risk of the ground beneath your plot. Either way, verify the project itself at gujrera.gujarat.gov.in, using our step by step method.

What your land document actually says

In Dholera the phrase that matters is Town Planning scheme. Six TP schemes are sanctioned. Phase 1 is TP1 at about 51 sq km plus TP2 at about 102 sq km, roughly 153 sq km together. Land inside a sanctioned TP scheme is treated as N.A. by Gujarat rule, and your plot carries a final plot number tied to that scheme. That number, not the project name on the gate, is your identity on the record.

In a private township, land use conversion is something the developer obtained, or claims to have obtained, for that specific layout. You verify it project by project. In both cases you read the same title chain: sale deed, mother deed, a 30 year encumbrance certificate, the 7/12 extract on AnyROR and tax receipts. More on the planning side in the master plan and TP schemes and on land use in agricultural versus N.A. land.

Infrastructure that is built versus amenities that are promised

The Activation Area, about 22.5 sq km inside TP scheme 2, is where Dholera's trunk infrastructure already exists. Underground power and fibre, piped gas, potable and recycled water, a 50 MLD water treatment plant, about 72 km of internal roads and a 6.5 km stormwater canal are in place, with the ICCC command centre operating from the ABCD building, which carries a LEED Gold design.

A private township markets amenities: a clubhouse, a gate, landscaping, sometimes a school plot. Those are genuine value when delivered, and they are the developer's cost to carry until they are. The distinction is scale and sequence. Government trunk infrastructure serves a whole planned city and arrives before the buildings. Township amenities serve one layout and usually arrive after enough units sell. Walk both before you compare them, using the site visit checklist, and see the Activation Area for what is on the ground.

Anchors versus neighbours

A private township draws its value from the city it sits beside. Jobs, schools and hospitals already exist nearby, so demand is borrowed from a working economy. That is why an established township can be rented soon after possession.

Dholera draws its value from anchors that are being built now. The Tata Electronics fab is confirmed at Rs 91,000 crore and under construction, with more than 20,000 jobs cited. An L&T and Vyoma AI data centre agreement of Rs 25,000 crore and 250 MW targets operations around 2028. About 300 MW of solar is commissioned, with 1,000 MW sanctioned for Phase 1 and a long range target of 5,000 MW. Two more semiconductor units were cleared in May 2026, one in Dholera and one in Surat, together over Rs 3,900 crore. Those anchors are the reason people will arrive. They are not people arriving yet.

The language of returns

This is where the two sales conversations diverge most, and where buyers get hurt in both. Assured returns, guaranteed buybacks and fixed rental yields are patterns the regulator itself warns against. A countdown on a token amount is a pressure tactic, not a valuation. None of that is unique to Dholera or to townships, and it should end the meeting wherever you hear it.

What can honestly be said about Dholera is that infrastructure arriving tends to move land prices, and that the arrivals are dated as targets. The airport is targeted for September to October 2026 and is not open. The rail line targets 2030 to 2031. Appreciation is an expectation built on that pipeline, never a promise. Read the red flag patterns before your next site meeting.

Where Dholera is genuinely the weaker option

Honesty cuts both ways. A township next to a working city gives you a home you can occupy or rent, neighbours, a school run and a resale market made of ordinary families. Dholera today gives you land in a city that is still being built, with thin habitation and a thin resale market. Money you put here is money you cannot easily call back next year.

Government timelines slip too. The airport has taken a trial landing and is reported around 80 percent complete, but reported and open are different words. If your plan needs rent within a couple of years, a township near an established city is the better fit and we will say so. If you can hold through the build and you verify every document, Dholera is a defensible place to hold land. Compare exits honestly in the resale and exit guide.

Questions buyers actually ask

Is buying in Dholera safer than buying in a private township?

Neither is automatically safer. Dholera gives you government planned trunk infrastructure and a final plot number inside a sanctioned TP scheme. A township gives you one company's layout with one company's balance sheet behind it. The safety comes from your documents in both cases: current registration on gujrera.gujarat.gov.in, a clean title chain and land use you have confirmed yourself.

Do I still need to check RERA registration for a Dholera plot?

Yes. The planning authority does not vouch for the private project selling you a plot inside the planned area. Search the project and promoter on gujrera.gujarat.gov.in, check that the registration is current, and confirm the survey or final plot details match what you were shown on site. Do this before any payment, including a token.

Why do township prices look more stable than Dholera prices?

A township next to a working city is priced off existing demand: jobs, schools and tenants that already exist. Dholera is priced off infrastructure that is arriving, so it moves with milestones and with sentiment around them. That cuts both ways. Expect more movement in both directions and no guarantee of appreciation.
