Top Industrial Projects in Dholera: The Fab, the SEZ and What Sits Around Them

The Tata Electronics fab, the anchor everything else references
The fab is confirmed and under construction, at Rs 91,000 crore, with civil work past halfway as of mid 2026. ASML is the lithography partner. Planned capacity is up to 50,000 wafers a month on 300 mm wafers. First output is planned at 90 nm and 55 nm before 28 nm, and commercial production is reported for mid 2028. More than 20,000 jobs are cited.
The node point is worth repeating because local marketing routinely skips it. The fab does not open at 28 nm. It starts at older, high demand nodes used across automotive, power and industrial electronics, then moves down. That is a normal way to bring a first fab up, and it is a more credible plan than the version usually printed on a brochure. Detail on our fab page.
The notified SEZ
A special economic zone of 66.166 hectares was notified in April 2026 in connection with the fab.
An SEZ notification is a formal, dated administrative act, which makes it one of the more useful signals available in this market. It is published, it is specific, and it cannot be exaggerated in the way a project timeline can. For anyone assessing how far the industrial build has actually progressed, notifications, sanctions and clearances are firmer ground than press quotes.
What an SEZ does not do is change the status of residential or commercial land elsewhere in the SIR. It applies to a defined area for a defined purpose. If a seller uses the SEZ notification as evidence for a plot several kilometres away, that is an argument about regional momentum, not about that plot. Our industrial anchors guide lists the anchor commitments in one place.
Two more semiconductor units, cleared May 2026
In May 2026, two further semiconductor units were cleared, one in Dholera and one in Surat, together worth over Rs 3,900 crore.
Cleared means approved to proceed. It is an earlier stage than the Tata fab, which is already in civil construction, and it should be weighed accordingly. What the clearances indicate is direction: the semiconductor programme in Gujarat is not a single project with a single decision behind it, and Dholera is part of a wider state and national push rather than a standalone bet.
For a buyer, clustering matters more than any individual approval. Suppliers, equipment vendors, testing services and contractors follow a fab, and that support base is what turns one plant into an industrial district. That process takes years, not quarters. Read the sector picture in the planned sectors guide.
Heavy industry, energy and data
Three more commitments shape the industrial mix, each at a different stage.
- Tsingshan steel and EV battery, about Rs 21,000 crore (reported). Heavy manufacturing at a scale that changes local employment.
- L and T with Vyoma AI data centre, Rs 25,000 crore and 250 MW, with operations targeted around 2028. Currently an agreement rather than a build.
- Solar generation, with around 300 MW commissioned, 1,000 MW Phase 1 sanctioned and a 5,000 MW long range target.
The combination is deliberate. Fabs and data centres need large, reliable, preferably clean power close by, and a coastal greenfield site with room for a solar park can offer that in a way an established city cannot. Over Rs 1.5 lakh crore of confirmed private investment sits across the Dholera and NICDC pipeline. Industrial land itself is covered on our industrial land page.
Where industrial land actually sits in the plan
Industry does not land anywhere it likes. Dholera SIR is planned at about 920 sq km, with roughly 580 sq km developable and about 422 sq km urban, phased over around 30 years, and use is set by the master plan and the town planning schemes.
Six TP schemes are sanctioned. Phase 1 is TP1 at about 51 sq km plus TP2 at about 102 sq km, roughly 153 sq km in total, and the Activation Area of about 22.5 sq km inside TP2 is where trunk services already run. Land inside a sanctioned TP scheme is treated as non agricultural by Gujarat rule.
So before you evaluate any industrial plot, get the TP scheme number, the Final Plot number and the permitted use in writing, and check them against our master plan and TP scheme guide. Zoning decides what you can build, and no anchor project changes it for you.
Questions buyers actually ask
What is the main industrial project in Dholera?
The Tata Electronics semiconductor fab, a confirmed Rs 91,000 crore project under construction, with civil work past halfway as of mid 2026 and ASML as the lithography partner. Planned capacity is up to 50,000 wafers a month on 300 mm, with first output at 90 nm and 55 nm before 28 nm and commercial production reported for mid 2028. A 66.166 hectare SEZ was notified in April 2026.
Can an individual buy industrial land in Dholera?
Permitted use is set by the master plan and the sanctioned town planning scheme, not by the buyer's intention, so the first step is always to confirm the zoning, TP scheme number and Final Plot number in writing. Land inside a sanctioned TP scheme is treated as non agricultural by Gujarat rule. Verify the project on gujrera.gujarat.gov.in before any payment, and take professional advice on eligibility for your specific case.
Which industries are committing to Dholera?
Semiconductors lead, with the Tata Electronics fab plus two more units cleared in May 2026, one in Dholera and one in Surat, together over Rs 3,900 crore. Beyond that, a Tsingshan steel and EV battery project of about Rs 21,000 crore is reported, and an L and T with Vyoma AI data centre agreement of Rs 25,000 crore and 250 MW targets operations around 2028.
