Biggest Land Allottees in Dholera on Government Records

Allotments versus plotted schemes
Two different land stories run in Dholera, and buyers often mix them up. Private plotted schemes are the projects on the GUJRERA register, sold plot by plot to people like you. Allotments are government-recorded grants of land inside the SIR to companies and institutions, usually for industry, infrastructure or hospitality. An allotment tells you who is committing to build and operate in the city. It is not something you can buy into, but it shapes demand around it: factories bring jobs, and jobs bring housing need. The jobs figure at full development is a government-sourced target of more than 800,000, a target across decades of phased building, not a schedule. For the buyable side of the market, start with our developers page.
Tata Semiconductor Manufacturing: 66.166 hectares
This is the anchor allotment. Tata Semiconductor Manufacturing Pvt Ltd holds 66.166 hectares on government records, the land under the Rs 91,000 cr Tata Electronics fab, which is confirmed and under construction with civil work past halfway as of mid-2026. The parcel was notified as an SEZ in April 2026. Planned capacity runs up to 50,000 wafers a month on 300mm, with first output at 90 and 55nm before 28nm, and commercial production reported for mid-2028. More than 20,000 jobs are cited around the project. One parcel, one factory, and the reason most conversations about Dholera now start with chips. The full story sits in our fab guide.
DICDL's own holdings
Dholera Industrial City Development Limited, the company building the city, holds 4,830.83 hectares plus a further 1,167.87 hectares per its own records. DICDL was formed on 28 January 2016, owned 51 percent by Gujarat and 49 percent by the Centre through the NICDC Trust. Its holdings are the working land bank from which the city's trunk works, e-auctions and allotments flow, including the infrastructure already built in the roughly 22.5 sq km Activation Area: underground power and fibre, piped gas, a 50 MLD water treatment plant, about 72 km of internal roads and the operational ICCC command centre. When people say Dholera is government-planned, this is the concrete form of it: a builder with land on its own books.
The named industrial allottees
Government records name Tata Chemicals as an industrial anchor allottee, alongside INOX Air Products, ReNew Photovoltaics and Polycab India. We list them plainly and neutrally: these are names on allotment records, and the records give us no timelines we could responsibly quote, so we quote none. What the group signals is sector breadth. Chemicals, industrial gases, solar manufacturing and cable making spread the city's industrial base across sectors rather than betting it on one. The wider anchor picture, including the reported Tsingshan investment and the L&T-Vyoma data centre agreement, is in our industrial anchors guide, each item kept with its confirmed, on-record or reported label.
Hospitality and mixed use: two awarded records
Two awards point at the city's service layer. GAP Associates won a recorded e-auction on 2024-11-14 for a residential and commercial mixed-use development: more than 1,000 studio and 2BHK apartments, a club, a banquet, a 100-room hotel, co-working and retail. Seksaria Buildcon LLP was awarded The Amore Banquet, a corporate 3-star hotel, on 2024-12-24, and the same LLP later registered the SHANTIBAN SKYLAR mixed development on the GUJRERA register in December 2025. Hotels and apartments are bets on footfall, and footfall follows the factories. As records, both awards are verifiable. As business outcomes, they are still to be built and proven, and we say no more than that.
What allotments mean for a plot buyer
Allotments are demand evidence, not price evidence. They tell you serious names have taken land, which supports the expectation of appreciation without ever guaranteeing it. The practical use is locational: place any plot you are shown on the map relative to the recorded anchors and the Activation Area, because proximity to working infrastructure is a price direction driver, one of several alongside TP scheme status and N.A. status. Then do the boring part that actually protects you: the plot's own GUJRERA row, title chain, and 7/12 extract, because no anchor, however large, fixes a defective title. Our construction contracts guide shows what the government itself is spending to build the city around these holdings.
Questions buyers actually ask
Who holds the most land in Dholera?
On the records we hold, DICDL, the city-building company, holds 4,830.83 hectares plus 1,167.87 hectares per its records. Among company allottees, Tata Semiconductor Manufacturing's 66.166 hectare fab parcel is the anchor. Figures are from government records as read in 2026.
Can I buy land from these allotments?
No. Allotments are grants to specific companies for their own projects. Buyers purchase from private plotted schemes, which live on the GUJRERA register. Use allotments as context for demand, then verify any scheme you consider, live on gujrera.gujarat.gov.in.
Is the Tata fab really confirmed?
Yes, confirmed and under construction, with civil work past halfway as of mid-2026 and the 66.166 hectare SEZ notified in April 2026. Commercial production is reported for mid-2028. Treat that timing as reported, not fixed.
