Dholera's employment target at full development is more than 800,000 jobs, split in government sourced figures into about 312,900 direct industrial roles and about 483,630 indirect ones. That is a full development figure across a roughly 30 year build, not a 2026 headcount. Below are the projects and mechanisms actually driving it, each with its status attached.

The target, and how to read it honestly

The headline is more than 800,000 jobs at full development. The government sourced split is about 312,900 direct industrial jobs and about 483,630 indirect ones.

Two things follow from that split. First, most of the projected employment is indirect, meaning it depends on the supply chains, services, retail, housing and transport that grow around industry rather than on factory payrolls. Second, indirect employment is the part that arrives last, because it needs people living locally before it can exist.

Full development means the whole plan: about 920 sq km, roughly 580 sq km developable, around 422 sq km urban, phased over about 30 years. Anyone quoting 800,000 jobs as a near term number is misreading a long horizon planning figure. Read the wider case on our why Dholera page.

Driver one: the semiconductor fab

The Tata Electronics fab is the largest single employment driver on record. It is confirmed and under construction at Rs 91,000 crore, with civil work past halfway as of mid 2026, ASML as lithography partner, planned capacity up to 50,000 wafers a month on 300 mm, first output at 90 nm and 55 nm before 28 nm, and commercial production reported for mid 2028. More than 20,000 jobs are cited.

A fab creates work in three waves. Construction employment comes first and is temporary. Operating employment follows at commissioning and is skilled and long term. Supplier and services employment builds slowly around both, and this third wave is where the indirect figures eventually come from. Two more semiconductor units were cleared in May 2026, one in Dholera and one in Surat, together over Rs 3,900 crore. See our fab page.

Driver two: heavy industry and data

Beyond semiconductors, two commitments carry serious employment weight.

Both sit earlier in the pipeline than the fab, so their job effects are further out. Across the wider picture, over Rs 1.5 lakh crore of confirmed private investment sits in the Dholera and NICDC pipeline. The anchor list is on our industrial anchors guide.

Driver three: construction and utilities

The least discussed employment driver is the build itself, and it is running now.

Delivered trunk work in the Activation Area, about 22.5 sq km inside TP scheme 2, includes underground power and fibre, piped gas, potable and recycled water, a 50 MLD water treatment plant, about 72 km of internal roads and a 6.5 km stormwater canal. Still in progress or ahead: the airport, with a built 3,200 m runway and operations targeted for September or October 2026, the semi high speed rail line targeting 2030-31, and solar generation moving from around 300 MW commissioned toward a sanctioned 1,000 MW Phase 1 and a 5,000 MW long range target.

Construction employment is real but temporary by nature. It supports local demand during the build and then moves on. Details on our solar park page.

What jobs mean for a plot buyer

Employment is the mechanism behind almost every optimistic land story in Dholera, so it is worth stating plainly what it can and cannot do.

Jobs create residents. Residents create demand for housing, retail, schools and services, which is what turns plotted land into occupied land. That is a genuine chain, and it is the reason the region attracts attention at all.

What it does not do is set a price or a date for your specific plot. Appreciation is an expectation, never a guarantee, and the employment figures here describe full development across roughly 30 years. Any seller converting a jobs target into an assured return is doing something RERA itself warns buyers about. Verify the project on gujrera.gujarat.gov.in, check the TP scheme and Final Plot number, and see the sector detail in the planned sectors guide.

Questions buyers actually ask

How many jobs will Dholera create?

More than 800,000 at full development, according to the target. The government sourced split is about 312,900 direct industrial jobs and about 483,630 indirect jobs. Full development refers to the entire plan of roughly 920 sq km phased over around 30 years, so this is a long horizon planning figure rather than a near term headcount. Treat it as a target, not a delivery.

Which project creates the most jobs in Dholera today?

The Tata Electronics semiconductor fab, which cites more than 20,000 jobs. It is confirmed and under construction at Rs 91,000 crore, with civil work past halfway as of mid 2026 and commercial production reported for mid 2028. Alongside it, ongoing construction of the airport, trunk infrastructure and the solar build supports temporary employment during the build phase itself.

Do job numbers guarantee land appreciation in Dholera?

No. Employment growth creates residents, and residents create demand, which is the mechanism behind most land value arguments here. It is still an expectation and never a guarantee, especially against targets that describe full development across roughly 30 years. Assured returns or buybacks presented on the back of job figures are a documented red flag pattern that RERA warns buyers about.
