Songdo: the infrastructure-is-not-enough lesson

Korea's Songdo International Business District delivered genuinely superb planned infrastructure from the 2000s: smart utilities, green space, connectivity to Incheon airport. Occupancy still built slowly across two decades, riding Seoul's overflow and specific institutional anchors, and commentary long tagged it quiet. Lesson for Dholera: the Activation Area's excellent pipes (which our photo set shows) are necessary, never sufficient; the fab-and-industry employment engine is the part Songdo had to wait for, and Dholera front-loaded. Where Dholera is honestly behind Songdo: a metro of Seoul's mass sits nowhere nearby; Ahmedabad is the demand donor and it donates at Indian-corridor pace.

Masdar and NEOM: ambition's two failure-avoidance modes

Masdar City launched as the world's zero-carbon showcase, met economics, and rightsized into a working cleantech cluster and free zone: survival through pragmatism, and today a legitimate if modest success. NEOM scaled the opposite direction, spectacle-first at wild capital intensity, and reported 2024-26 scale-backs of its headline elements illustrate what happens when construction outruns economic gravity. Dholera's read: its plan is Masdar-pragmatic rather than NEOM-spectacular (phases, TP schemes, industrial zoning, boring budget lines), and its capital intensity rides national-mission anchors rather than sovereign imagination.
