The public side of Dholera in 2026 is best read through dated acts: a rail sanction in May, an SEZ notification in April, an expressway inauguration in March, and a state budget line for trunk and logistics. Those are the moments that are on record, unlike timelines quoted in sales conversations. Here is who builds what, and what has formally moved this year.

Who actually builds Dholera

Two bodies matter, and they do different jobs. DSIRDA plans the city under the Gujarat SIR Act 2009. DICDL builds it, as a joint venture with Gujarat holding 51 percent and the Centre 49 percent through the NICDC Trust, formed on 28 January 2016.

Dholera SIR itself is a greenfield industrial city about 100 km south west of Ahmedabad and the flagship node of the Delhi Mumbai Industrial Corridor. It is planned at about 920 sq km, with roughly 580 sq km developable and about 422 sq km urban, phased over around 30 years.

Knowing this structure is practical, not academic. It tells you which approvals are state level and which are central, and it explains why funding arrives through several separate channels rather than one. Background sits on our Dholera explained page.

The Activation Area trunk works, delivered

The clearest public delivery to date is the Activation Area, about 22.5 sq km inside TP scheme 2, where the trunk network is built and in use.

This is what a completed government trunk programme looks like on the ground, and it is the reference point against which every other claim in the region should be measured. Gujarat Budget 2026-27 earmarks a further Rs 610 crore for Dholera trunk and logistics. Detail on our Activation Area page.

Transport: one delivered, one building, one sanctioned

The three public transport lines sit at three different stages, and 2026 moved two of them.

Read those labels literally. An inauguration is delivery, a trial landing is a milestone inside construction, and a CCEA clearance is a funding decision. Our connectivity milestones guide keeps the same distinctions.

Industrial approvals in 2026

On the industrial side, two public acts stand out this year.

The SEZ notification. A 66.166 hectare special economic zone was notified in April 2026 in connection with the Tata Electronics fab, which is confirmed, under construction, and past halfway on civil work as of mid 2026 at Rs 91,000 crore.

Two more semiconductor units cleared in May 2026, one in Dholera and one in Surat, together worth over Rs 3,900 crore.

Both are dated administrative records rather than statements of intent, which is exactly why they are useful. Across the wider picture, over Rs 1.5 lakh crore of confirmed private investment sits in the Dholera and NICDC pipeline, and that private money follows public approvals like these. See the industrial projects guide.

Power and utilities on the public side

Energy is where the state's long horizon shows most clearly. Around 300 MW of solar is commissioned, a 1,000 MW Phase 1 has been sanctioned, and the long range target is 5,000 MW.

The staging is the point. Commissioned capacity is generating, sanctioned capacity is funded and coming, and the long range figure is a planning target that no buyer should count today. The same three tier reading applies to water and drainage, where the 50 MLD plant and the 6.5 km canal serve the Activation Area rather than the whole 920 sq km.

If you take one habit from this page, take that one: separate commissioned, sanctioned and targeted before you value anything. Our infrastructure guide sorts every major work into those buckets.

What we do not publish, and why

We do not publish contract award values, tender winners or work order records on this page. Those exist in official procurement records, and quoting them second hand is how wrong numbers spread through a market. If a contract level figure matters to your decision, ask for the source document rather than a summary.

We also do not convert any government milestone into a price forecast. Infrastructure proximity is a recognised driver of land value, alongside Activation Area proximity, TP scheme status, Final Plot number and non agricultural status. Direction is knowable. Amounts and dates are not, and appreciation is an expectation rather than a guarantee.

Whatever the public pipeline does, your own transaction still needs verifying on gujrera.gujarat.gov.in, with the TP scheme number, Final Plot number and a 30 year encumbrance certificate in hand. Start with our due diligence checklist.

Questions buyers actually ask

Who is responsible for developing Dholera SIR?

DSIRDA plans the city under the Gujarat SIR Act 2009, and DICDL builds it. DICDL is a joint venture with Gujarat holding 51 percent and the Centre 49 percent through the NICDC Trust, formed on 28 January 2016. Dholera is the flagship node of the Delhi Mumbai Industrial Corridor, planned at about 920 sq km with roughly 580 sq km developable and about 422 sq km urban.

What government decisions moved Dholera forward in 2026?

Four dated items. The 109 km expressway was inaugurated on 31 March 2026 (reported). A 66.166 hectare SEZ was notified in April 2026. CCEA cleared the roughly 134 km semi high speed rail line on 13 May 2026 at Rs 20,667 crore, targeting 2030-31. Two more semiconductor units were cleared in May 2026, one in Dholera and one in Surat, together over Rs 3,900 crore.

How much has the Gujarat government budgeted for Dholera?

Gujarat Budget 2026-27 earmarks Rs 610 crore for Dholera trunk infrastructure and logistics. That sits alongside earlier delivered trunk works in the Activation Area, which include a 50 MLD water treatment plant, about 72 km of internal roads, a 6.5 km stormwater canal, and underground power, fibre, gas and water networks. Contract level award figures should be checked against official procurement records.
