Dholera's infrastructure splits cleanly into three buckets: what is built and running, what is under construction, and what is only a target date so far. Most confusion in this market comes from brochures that blend the three into one paragraph. Below, everything is labelled, so you can weigh a plot against what actually exists today.

Built and running: the Activation Area trunk network

The Activation Area covers about 22.5 sq km inside TP scheme 2, and it is where Dholera stops being a plan. The trunk work here is complete and in use.

This is the only part of the region where a buyer can stand on a road, look at a service corridor, and see the city that the master plan describes. Everything else is at an earlier stage. Full detail sits on our Activation Area page.

Built: the Ahmedabad Dholera Expressway

The 109 km Ahmedabad Dholera Expressway was inaugurated on 31 March 2026 (reported). Travel time to Ahmedabad is roughly 40 to 60 minutes.

It matters for two separate reasons. For industry, it links the node to the Ahmedabad economic base and to the wider Delhi Mumbai Industrial Corridor network that Dholera anchors. For buyers, it is the first piece of connectivity that changed from a rendering into a road, which is why corridor land is discussed differently from land near assets that are still targeted. It also changes site visits: a plot you can reach in an hour gets inspected properly, and a plot that takes half a day often does not. Our expressway page carries the detail, and the belt itself is covered in the corridor guide.

Building: the airport and the semiconductor fab

Two of the largest works in the region are under construction rather than complete.

Dholera International Airport. A 3,200 m Code 4E runway is built. The first AAI trial landing was on 4 June 2026, progress is reported at around 80 percent, and commercial operations are targeted for September or October 2026. It is not open.

Tata Electronics semiconductor fab. A Rs 91,000 crore project, confirmed and under construction, with civil work past halfway as of mid 2026. ASML is the lithography partner. Capacity is planned at up to 50,000 wafers a month on 300 mm, with first output at 90 nm and 55 nm before 28 nm, and commercial production reported for mid 2028. A 66.166 hectare SEZ was notified in April 2026, and more than 20,000 jobs are cited. See our airport page for the aviation side.

Building: power, water and the solar park

Utilities in Dholera are being built in stages rather than switched on at once.

The scale of what is planned around these utilities is large: a Rs 25,000 crore L and T with Vyoma AI data centre agreement at 250 MW targets operations around 2028. More on the solar park page.

Target only: the rail line and the long phases

Two items belong firmly in the target bucket, and should be priced that way.

Rail. A semi high speed line of about 134 km, costing Rs 20,667 crore, was cleared by CCEA on 13 May 2026 with a target of 2030-31. A clearance is a decision to build. It is not track.

The remaining phases. Dholera SIR is planned at about 920 sq km, with roughly 580 sq km developable and about 422 sq km urban, phased over around 30 years. Six TP schemes are sanctioned, and Phase 1 alone, TP1 at about 51 sq km plus TP2 at about 102 sq km, comes to roughly 153 sq km. Gujarat Budget 2026-27 earmarks Rs 610 crore for Dholera trunk and logistics. Read the phasing on our master plan guide.

How to use these labels when you buy

The practical rule is simple. Value what is built, discount what is building, and treat targets as optional upside rather than as part of the purchase price.

A plot next to the Activation Area is next to working services. A plot near the airport is near a runway that has taken one trial landing. A plot near the future rail alignment is near a sanctioned intention. All three can be reasonable buys at the right price, and the mistake is paying the built price for the target position.

Whatever the location, the checks do not change: verify the project on gujrera.gujarat.gov.in, get the TP scheme and Final Plot number in writing, and pull the title chain including a 30 year encumbrance certificate. Our connectivity milestones guide keeps the same labels for the transport lines.

Questions buyers actually ask

What infrastructure in Dholera is actually finished?

Inside the Activation Area, about 22.5 sq km within TP scheme 2, the trunk network is built and in use: underground power and fibre, piped gas, potable and recycled water, a 50 MLD water treatment plant, about 72 km of internal roads, a 6.5 km stormwater canal, and the operational ICCC command centre in the ABCD building. The 109 km Ahmedabad Dholera Expressway was also inaugurated on 31 March 2026 (reported).

When will the Dholera rail line be ready?

The target is 2030-31. CCEA cleared the roughly 134 km semi high speed line on 13 May 2026 at a cost of Rs 20,667 crore. A clearance means the project has been approved and funded to proceed, not that construction is complete. Treat 2030-31 as a target date rather than a delivery promise when you are weighing a plot near the alignment.

How much power does Dholera have today?

Around 300 MW of solar is commissioned. A 1,000 MW Phase 1 has been sanctioned and the long range target is 5,000 MW. Separately, an L and T with Vyoma agreement for an AI data centre at Rs 25,000 crore and 250 MW targets operations around 2028. Inside the Activation Area, power and fibre run underground as part of the built trunk network.
